The San Diego County Water Authority (SDCWA) is a public agency serving the San Diego region as a wholesale supplier of water from the Colorado River and Northern California. The Water Authority’s mission is to provide a safe and reliable supply of water to its 24 member agencies serving the San Diego region’s $186 billion economy and its 3.1 million residents servicing five major pipelines totaling approximately 300 miles. The San Diego County Water Authority’s Relining Pipeline Program rehabilitates and extends the life of aging water delivery pipelines. The relining process involved inserting steel liners into existing pipelines to reinforce them to prevent water leaks and breaks to help ensure a safe and reliable water supply for the region’s future. To manage the complex Relining Pipeline Program SDCWA needed a solution that would streamline the document control process, improve visibility to quantity tracking and reduce their dependency on older, paper based process. SDCWA selected FACS’ Project Controller, a cloud-based construction management software, to manage their project. With Project Controller, SDCWA was able to automate their document control process eliminating both paper and time delays in the review and approval process, improve inspector’s reports through mobile access to project information and provide the full project team instant access to the most up-to-date project data.

Project Controller’s mobile field reporting feature allowed inspectors to complete daily work reports from the field, speeding up approval times and eliminating the need for duplicate data entry. Information entered into the system from the field is instantly available to managers ensuring that quantities are tracked correctly and issues are resolved before they cause schedule delays. The relining pipeline project consisted of five phases with five scheduled pipeline shutdowns, which required 24-hour construction work and activities. With ten users consisting of consultants, contractors and different departments from within the SDCWA there was a need to streamline the standard paper and e-mail based document control process. With Project Controller, the entire team had clear visibility to all pending Submittals and RFIs and with built in review, ball-in-court and approval workflows everyone knew exactly who had the next action on a specific document. With Project Controller managing the document control process the project team was able to focus on the content of RFIs and Submittals allowing them to reduce delays and completing phases of the project ahead of schedule.
